Who's "doin Nothin"?

How about a tiny piece of dowel rod drilled through for a wire and some ballast.  Round the front, taper the back, and weight it to slow sinking.  Put a #12 or #14 treble on the back and twist an eye on the front.  Paint to taste, and cast it on an ultralight limber spinning rod with about 4lb test.  I think white or black would be staples with other colors as needed.

I would think that a suspending, or really slow sinking, bait would be close to what your talking about. I recently built a minnow type jerkbait that would suspend perfectly in 54 degree water temp. I had to wrap some lead wire around the front hook to get it to do this. I watched it in the water for at least 30 seconds one time and it never moved up or down.

 

This is a technique that is usually reserved for cold water since the fish are more lethargic. When the water temp goes up so does their metabolism and that is when they usually prefer something moving.
