Need some help on metal lips

I notice some of you guys make lures with metal lips.

Funny Farm being one who does.

I am trying to make a lure similar to a Spence Scout.

I think Strike King makes them now.

My question is this. Where does the lip need to go?

And do you have to add weight? If so where?

I made one without weight and all it did was spin.

I drilled out the nose and added weight, it still spins.

Does the weight need to be below the CG??

Its about the size of Funny Farms mini-diver.

I drill two holes for the belly hook. The first hole is the deepest and is the pilot hole for the screweye. The second hole is about 1/4" deep and 1/4" wide. Insert the screweye, pour in melted lead. The screweye holds the lead in place. Otherwise, repeated belly smacker landings while casting causes the lead to work it's way out enough to pop the paint off the weight.
