My first guess is the shelf life of the paint has run out. Meaning it has some age to it. Try the paint on some sample and see if it dries without any heat, which it should, even though it may not work for a lure. That will eliminate the heat issue or tell you if it is age.1 point

I looked at all the many bands of rattle baits on Tackle Warehouse and it’s not there anywhere, which suggests to me that it may be a house brand bait from a sporting goods chain or otherwise from a Far East manufacturer.1 point

What kind of volume are you looking get produced? Injection or hand pours? May know a few folks that could at least point you in the right direction.1 point
