Tungsten or brass worm weights side on wire. The skirt is attached with brass skirt keeper that sides in wire too. It is hard to see in the picture but there is 1/4" gap at the bottom bend,like the Hildebrand Okeechobee SPECIAL spinnerbait. The two brass pieces are free to click or rattle with each vibration of blade or contacting structure or cover. You can take a pipe cleaner to add gills between the weight and skirt keeper to make silent for site feeding fish. I will add another picture shows better. -

Brass and tungsten 1/2ounce weight transfer spinnerbaits that click with each vibration. Heat shrink with glue inside hold hook firm for minimum damage to wire after hooking and landing bass.
