About to paint first reel

I'm going to give this reel painting this a try. For my first try, I've got a Pinnacle Erica which is maybe 5 or 6 years old. It's hardly been used because it got dropped in the water and the chrome started to peel off. So I always hated how it felt in my hand.

My question is do I need to peel off all the chrome on this reel? Or can I just get it off the side of the reel where it's already peeling. Maybe better asked, Can I paint over chrome? The body and one side of the reel have no peeling at all, so I'm hoping I won't have to peel off all the chrome on those two areas.

If the answer is that I do NOT have to peel it off, do I wet sand it with 400 or so grit?

I don't think you need to get all the chrome off. It's on a plastic part I'm guessing? Try to scrape it with something not super sharp but not dull either, like the back edge of a knife. If it still has a good bond to the plastic, you should be fine with just sanding it and making sure the edges are smooth. Guideline.......if you can't feel the transition between the chrome and bare part, you won't see it through paint.
