I was watching this video that was posted in the docks at the end of it they talk about flame polishing plexi glass an it worked very slick and easy!!!

Polycarbonate is very toxic when it is heated.
I think it would be best to Polish the edges of polycarbonate by rubbing it on a piece of old carpet.

What about scratches and stuff that inevitably end up on the lip no matter how hard you try to keep them off?

I just sand/file and fish. The edge of the bill is so thin, and is usually digging into something, anyway.
Now, if you're making lures for sale, that's a whole 'nother deal.
I can see how polishing would be important, but I'd probably try to finde a solvent for the poly, and then just dip it to get rid of the scratches after shaping, filing, and wet sanding.
