There is a bunch of different clearcoats that can be used. I think most use some kind of 2 part slow cure epoxy. The epoxy can be brushed on and then placed on the turning wheel for the clear to dry evenly.

3 popular topcoat options: a slow cure 30 minute epoxy, moisture cured urethane, and a two part auto clearcoat. Each has advantages/disadvantages but all of them work well. Do a search on each to get many many posts discussing their finer points. So the same for lure turners.
