wchilton Posted March 6, 2012 Report Share Posted March 6, 2012 My guess is it's a hot-stamped foil. The pattern comes from a die that has those scale patterns on it. Try a google search on "hot stamping" or an ebay search for "hot stamp foil" and you'll learn/see what's available in that category. Also interesting is an ebay search on "holographic adhesive" which will show you some adhesive-backed holographic films but not necessarily scale patterns.
