Etex recoat question.

Depends on how you are working with it.

As soon as the first layer is set you can recoat.

No prep is nessary, because the second coat will effect the first , it will bite in to it.

It will not be any thing out of control, it will not effect cure time at all it will cure under just fine as you will now be waiting for the second coat of armor to fully cure.
