Unknown ? Help identify . Stumped

No clue but with those blades it would seem that the entire lure spins. And with that hook seems like it would fling out as it does. A strange lure action indeed if it does this action.  I've never seen anything like this and wonder it it's just an experiment done by someone. Have ypu put it in the water?

It looks like an Allcock Nature Series lure made by Samuel Allcock Co. from the U.K .  They were a fishing tackle distributor that also made some lures. I would not fish it. It could be worth some money. 



Hardy Brothers lures, James Gregory lures, and Gutta-Percha made somewhat similar lures in the U.K./europe.
