The following is for painting plastic lures.If bait is unpainted and clear you can omit primer to get a translucent effect.I always white prime baits that are painted if I do not strip.I generally do not strip baits unless to remove blemishes and imperfections(lumps,bumps and chipped paint).Just scuff lightly with fine Scotch-Brite and prime.The prime coat/coats cover up original colors.If bait is unpainted and bone colored and you do not prime,the bone color will affect(this can be useful) the top coat color until you "overpower" the bone color.I use white primer more as a cover up/base coat than for adhesion.Devcon 2 Ton as a top coat will provide all the adhesion and durability.For more info(probably better) search this site for primer and painting.
