I've wondered about that before, too. Here's what I decided: So the fisherman can see the lure better.

Old wooden Len Hartman musky plugs float when resting, with the butt of the plug out of the water. The lips are galvanized steel and are heavy. Anyway, there's a "target" painted on the top of the lure, just in front of the butt. This makes it easier to see where the lure was cast in low light situations.
