Use of the PM system is now a subscription benefit.

This was announced in 2 threads in weeks leading up to the change & posted in the sitewide notice that ran the last week of July.

We encouraged everyone to download their PM's before the deadline.

Existing PM messages have not yet been purged, so any new subscribers will have their old messages available for now.
