I wonder what method you use to place the guides on a blank.
After some Googling, I've found the "tip pulling method" and a "static deflection method" that I don't really understand :

My english is not good enough and I'm lost at the #13 step.
Is there any other method to get a proper stress distribution ?
I'm talking about conventional bass rods.
