Have your son check into the license rules and regulations in depth. There may be something he can use that they are not disclosing. I know that state laws are different, but down here, if you are fishing in a private, land locked pond or lake, (as long as there isn't a creek or stream passing through it), you don't have to have a fishing license. This has been the case for years, however, they change rules every year, so don't hold me to it. I thought this might be of some help just in case he wants to pursue the record. Anyway, it's worth looking into.
