sanding between coats

should i take steel wool and lightly sand between each coat of paint.
i use createx water-based paint and the finish is a little dull. does the epoxy bring a shinny look to the finished lure?

There is no need to sand between coats. Just paint the bait. Clearcoating the lure will make the colors shine and stand out.
