does anybody know
who makes a powder coat eye dotter?

Try taking a straw with the same diameter of eye you want and pack the end of it with powder paint. While the jig is still hot, touch the end of the straw to the jig. Uses smaller straws for pupils and such.

Use Pencil with erasers on the ends you can cut them to make eyes, gills
just like rubbers stamps. Just roughen the tip after making design to hold paint

great ideas I have used the small paint bottles with yorker caps (hobby lobby) when using liquid paints thought works good for the liquid

I just use nails

the heads on nails come in all sorts of sizes and you always have some in the house

dip the head of the nail and press on lure presto instant eye, let dry then use a smaller diameter nail for the pupil

You could also possibly try dotting like you would for liquid paint like dowel/nail/stencil, but use high temp paint like engine paint. Then clear powder coat over the whole head....
