Personally I'd be leery of shooting flake through and airbrush because of the nozzle size. If your using an airbrush with a .3 or .35 nozzle it would take an awful small flake to pass through. Some pearls won't even shoot well through an airbrush. 

HVLP guns are much better suited to shooting flake than an airbrush because they have a much larger nozzle. Something in the range of 1 to 1.2 if the memory is working today. When only doing a few baits most of us either mix the flake in the top coat and brush it on or sprinkle it on right after applying an inner clear while it's still wet and then clear coating over that once the inner coat is cured.

When using flake I spray a fairly heavy coat of Createx clear on the bait and then sprinkle the flake on. Once the flake is on I hit the bait with a heat source to dry the Createx clear. Then it's just a matter of applying the top coat.
